In the Navigation pane of the Windows File Explorer select the Tags node.

Open the context menu on the Tags node by clicking the right mouse button and select the ‘New Tag group’ item.

A new Tag group node is created with the default name ‘New Tag group’. The node is in edit mode so the name can be changed directly.
